The Marvel Universe has been split in two by a controversial new law requiring all Super-heroes to register with the United States Government or else be declared outlaws in this all-new RPG. One group of heroes, led by Iron Man, supports the Act. Another, led by Captain America, claims it to be a violation of freedoms. Both sides will fight to defend what they believe. Civil War is imminent.
